Vickie Binley, President Co-founder of New Horizons Counseling Service, Inc., Vickie has dedicated herself to ensuring the quality of services provided. As part of the administration team, she has helped build the company from the ground up and continues to support all staff in being the best that they can be, as well as supports continued growth and development of the organization.

Who We Are / Our Team / Our Staff
Jan H. Scouten, LISAC, Clinical Director has worked in the behavioral health field since 1987 and has worked the Arizona since 1998. His experience in Florida includes working in a hospital-based inpatient addiction program, developing and managing a long-term residential addiction recovery program for pregnant and post-partum women that was a nationally recognized “Point of Light” in 1991. In Arizona, he has been working as a counselor and clinical director in outpatient programs including substance abuse, domestic violence, and general mental health. He has a master’s degree and is licensed by the State of Arizona as a Licensed Independent Substance Abuse Counselor.
Gina Ornelas, Administrator has worked in business administration for over 7 years. Her attention to detail and knowledge of procedural protocol are among her many attributes. She possesses a diploma in computer skills related to business management.
Kristina Ulibarri, Office Manager has extensive office management experience since 1995. Her skills include oversight of shipping and receiving, appointment scheduling, reception, insurance authorizations, billing, and general office operations.
Clinical Team - All treatment services are provided by trained counseling professionals with Bachelors, Masters, or Doctorate Degrees, and/or Clinical Licenses and are all supervised by the Licensed Clinical Director or Clinical Supervisor. Domestic Violence counselors receive, at minimum, the ADHS regulation required 40 hours of initial training and 8 hours of training annually. Sexual Offender counselors have specific training and experience in treating sexual offenders.
Internships - New Horizons Counseling Services, Inc. offers internship opportunities through many local and out of state University counseling and social work programs. Please inquire with the Clinical Director about current internship availability.
